No, I think something fucked up in '24. It could be the Faumei song "not a phase" not getting off the ground. Or Mint&Doki's success as indies. I think Fauna was the first to suggest it, and was unwilling to go through with Fes.
The only thing this doesnt explain is Ame/Dooby. But I wager its a gamble. Ame was not big on Gura leaving Holo but knew the reasons why. My schizo rrat now is that Ame is working as a backdoor, should Gura ever decide to re-contract
