Preheating ovens is also something that generally assumes you're taking a normal amount of time to prepare anything, on lower end ovens they don't even manage the temperature like there's no electronic thermometer or anything. So the inside just gets hotter and hotter on an averaged out heat. Ideally you should always have an ambient temp thermometer or use a countertop toaster oven which will actually have much more consistent and accurate temperatures than most full ranges that aren't specifically designed for precision. Generically good toaster ovens from breville or cuisinart or balmuda are much more accurate than most range ovens or wall ovens. I've measured only a 20 degree maximum fluctuation with my toaster oven while the full range gets as bad as 40 degrees off the mark. Combi ovens are much more accurate but also are normally well over 3X the price of good quality normal ovens. If you want to bake something and it'll fit in the toaster oven and you don't have a piece of shit it's generally a better idea to use that over a big one.
