I imagine that at surface level there are giant watermills that power the entire facility. That means the girl can't really leave the tower, though. She's old and lonely and the people that built her have long since died out, so she lives in isolation in her tower in a part of the world that no one knows exists anymore. Just her, her tower, the ocean, and all the sea's creatures.
