I just double checked myself right now just to make sure before going to sleep but here's the gist:
There's a reason why I'm the only Ina still playing in my region, she just hard loses against all of the cast no exceptions. It feels like they tried to make Ina a 'honest' character, it even shows in how polished her animations are compared to the rest of the cast, but if you're in a kusoge you need to have kusoge moves or you're not viable.
Her problem is that her kit have no synergy whatsoever. Her zoning tools have poor to no confirm options, and her combo routes can straight up be denied by her own normals.

You can argue that you're supposed to use 2M>3H or 2M>4H, but this has major issues.
=> 1. If you're in range for 3M you're also in range for anyone in the cast to counter-poke for maximum damage, and as we saw poking with her 2M is just asking for punishment.
=> 2. Going for 3M means you CANNOT use a fireball, you lose the back charge.
Your far-combo that can
=> 3. 4H is cancellable for the fireball.... which won't connect, can be reacted or even counter-special ON HIT unless you're in the corner. And no, forget about the down charge because
=> 4. 1H will just buffer into 2H. You were not going to combo that 2>8 charge from that far anyway.

Her only route allowing you to use charges that will NOT whiff is (L)>2M>2H. And this still has a change to not connect if you're not in your opponent face... which Ina doesn't want to be. Which means that basically her charge moves are not to be used in neutral, only in combos. The worst offender being that useless fireball.
There's more but I'm too tired to think. But the most important thing to remember is not even all of this kit, but how that's what she got to fight in a kusoge.
