Though to have a satisfying answer for you, I've recently been binging a lot of Ceres Fauna content, I find her voice easy to sleep to since I've been having difficulty sleeping lately, her soft voice helps but I need to check it up on a doctor but I've been always afraid to find out what the result is.
As for your other question, yes, I've watched non-english vtubers, but it's mostly from hololive because there are people who translate important points from the vtuber to contextualize the stream and it's been a blast.
It's hard to keep up with but once you know certain people in the livestreams, you'd be able to easily filter the messages that translate.
