Hololive forces each gen to avoid collabs with anyone outside of their gen, to force them to form their own style/identity and stand on their own, rather than leech on their senpai.
However, with Asacoco, Kaichou would mention some silly thing a senpai did, and make fun of it. Other times one of them would do a pre-recorded "ad" for the program. Talking about the silly mistakes of a senpai didn't count as a collab, nor did the little ad skits.
It was a sign, right from the start, that Coco would try and find a way around Cover's rules and restrictions any way she could. People loved it for being clever.
