If you want your location to be untrackable while using any technology more advanced than a simple radio (which is also vulnerable), you have to go full schizo. Even an old laptop with Linux and Tor isn't safe, but it's more than you'll ever need unless you're enemy of the state number 1.
Best bet is moving somewhere outside jurisdiction of the government you're afraid of, but usually such countries have worse things to worry about.
