Move the 3 across the inequality just the same as you would with an equation, giving
-l2x+4l ≤ -2

Simplify out the negative
l2x+4l ≤ 2

Absolute value means that the value of 2x+4 lies between -2 and 2, so
-2 ≤ 2x+4 ≤ 2

Solve for x.

Example :

3 - -(2x + 4) < 1
3 - (2x + 4) < 1

Just distribute the negative for the block with the negative sign

Sorry, I forgot a massive rule in symplifying inequalities: when you simplify out the negative sign, the inequality sign reverses.
So, |2x+4| >= 2

Which comes out to
2x+4 >=2 OR 2x+4 <= -2
Solve for x in both cases.
