Ok, I finally get what OP tried to ask with his retarded diagram.
D is supposed to be random point, giving us inscribed angle ABD, which is 1/2 of intercepted arc.
And of course angle between chord and tangent is half of intercepted arc too.

Two fundamental properties of circles:
- they all have a diameter
- any line that intersects one is a chord

Try to come up with a counterexample: you can't.

I didn't mean one can't find the center, but I think that's not the answer the creator of the problem wanted, usually the center is just a given and by leaving it out that implies it's not necessary/wanted to solve the problem
