EN would've been a much healthier state if Cover had a competent director in charge by the start of 2022 (when EN3 hiring process presumably could've begun)
And in any case, I wouldn't necessarily say the hiring quality differed THAT much between gens
If you take off your gen favorites glasses, there were runts in every gen that are disappointing hires from a numbers perspective (Kiara, Sana, Shiori, ERB*)
*not exactly a runt, but I get the feeling management was pinning their hopes on her and she ended up having the worst numbers of the EN singers
