He probably is but little of his life is known other then he was apparently trained as a soldier/weapon probably from a fairly early age and went around blowin shit up.
His personality was displayed as fairly energetic/crazy/bloodthirsty though we only see pre-mind_controlled Broly in a few combat scenes on some random planet so its unknown how he behaved in calmer conditions or if he his personality was different then the Broly the main characters fought in the movies though in truth movie 8 Broly was the only one who showed some kind of personality and ability to think/speak/express himself somewhat fluently at times.
Bio-Broly was just a mindless Hulk and Movie 10 Broly just grunted alot and at times laughed crazily but really didn't have much of a personality either and I don't think he ever spoke a word in the movie.
Also Broly was strong, in canon terms he would arguably be stronger then any character except for Vegetto, Majin Buu and SSJ3 Goku.
He utterly curb stomped Cell Game's Goku who was unable to harm him with his strongest melee and energy attacks.
That puts him well above Perfect Cell level (who could and was hurt by the same version of Goku) and atleast into the range of characters like SSJ2 Bejita/Goku/TeenGohan
I suppose there's probably an argument that he's "between" Perfect Cell level and SSJ2 level but it go's both ways.
