You shouldnt be hungry if you're eating whole foods. Refined carbs, and anything with added sugar/oil will spike blood sugar and make you hungry. Low calorie high fiber whole foods like legumes, vegetables, and fruit occupy a lot of space in the stomach and digest slowly, so the blood sugar spike is spread out.
Allow yourself to eat unlimited quantities from the fruit/veg food groups. Just eat however much you want of those foods if you're still hungry.
Also dairy is just sugar and fat, stay away unless you want be hungry after every meal.
Your aim shouldn't be to diet long term, it should be to eat a diet thats sustainable and doesnt leave you hungry.
High protien foods can boost your metabolism significantly through thermogenesis. Eat lots of plant protein, it will satsify you.
