They're for mall ninjas who want to operate but can't decide between an ACOG and a RDS so they pay about a grand for one of these hybrid sights.
In case you were asking what an ACOG in general is for it's an intermediate optic useful for general operation and target engagements >100 yards without needing a dedicated magnifying optic like a magnifying scope.
All optics are per operator meaning their usefulness is subjective so take my input with a grain of salt as I prefer just a fixed ACOG.
