there are millions of buddhists but how many are monks?
if you remove all cravings and desire, as monks aim to do, you will have no incentive to harm other beings anyway.
why does someone need to be present to enforce reincarnation? does some being enforce gravity, or the strong nuclear force, or wind resistance?
