If I were running things, getting a driver's license would be very difficult. Not only would a arduous driving test be required, but also an IQ test, and another test to measure emotional stability.
You can only take the tests twice before being permanently banned, starting at age 25. Public transportation will be used extensively, much like Japan's system.
This way, only the most competent individuals will have the privilege of driving a lethal weapon. Driving without a license results in death by beheading, no exceptions. If you injure or kill someone while driving without a license, you will be flayed living, Bolton style. If you do so with a valid license, it will be revoked forever and you are sentenced to 10 years in prison.
