It comes down to free will. He created them anyway. In a similar way that you have children, known that life for them may be tough. But it is your biological duty. God in a similar way is the creator, so He creates.

God created a universe, in which his might and glory would manifest in the fullest. And while to your limited mind, things might be clear. There is an overarching element of His desire that you cannot comprehend. Ever.

This is known as Divine concurrence. God’s sovereign will flows concurrently with our free choices in such a way that our free choices always result in the carrying out of God’s will (by “free” we mean that our choices are not coerced by outside influences)
