In the film, Commissioner Gordon looks at a Gotham map and points directly at a building resembling the real life Sandy Hook Elementary labeled as "Strike Zone 1."
The other person responsible for the "Sandy Hook Strike Zone" Gotham map was production designer Nathan Crowley, direct descendant of Aleister Crowley, one of the most famous occultists.
In Batman Begins (2005) and the official Dark Knight Manual, the Gotham map has the same area labeled as "South Hinkley," and the bridge was even named "South Hinkley Bridge" before being changed to "Sandy Hook Bridge" in The Dark Knight Rises.
