Why did they make it so you can't move bodies unless you loot everything in it? It's so fucking busted. The only reason that it's not a really bad problem, is because they messed up the AI's reaction to finding dead bodies in general. They're supposed to take notice of it and run over to an alarm if they see a body, there's even voice-lines for it in the game, but for whatever reason, they just tend to completely ignore them. I don't know if this was just my game in particular messing up for no reason, but I doubt it. It really does make a difference, because a bunch of areas become trivial because of it. If there's a spot with patrolling enemies, you can just slowly take them out one by one without caring to move any of the bodies, because they simply won't care when they walk over their dead friends. It would've made it more in-depth if you actually had to consider it.
Anyway, that means if you're not carrying an assault rifle (Which, fun fact, was originally supposed to have a grenade launcher on it. That would've made it pretty useful.) then you won't be able to carry away half of the NPCs in the game, because a lot of them have it and it takes too much space to pick that thing up.
So, basically, any actual function of moving bodies is non-existent and it's nothing but a cosmetic feature, that you most of the time can't even do with enemies. That sucks. (Credit where it's due, it does feel cool to throw bodies off high places or just pretend as if it matters and hide them anyway.)
One simple thing that would've made the game a million times better is if you could simply blacklist items you don't want from being picked up. It's such a fucking pain to have to drop that combat knife constantly, all throughout early to mid game. It wouldn't have been hard to code in, right? Come on. It's really surprising how this got past, it's as if they didn't have a single person playtest through the whole game.
