Droplets are liquid, but what they're suggesting is something against vapors/fumes, not liquid particles.
Surface tenion will easily lock the corona carrying doplets and the virus would die rather quickly stuck in the hydrophilic fabric.

If cheical you'd have to submerge your gear in alcohol or bleach for several minutes (see contact time). It is not recommended for most materials because o deterioration concerns.
Pancake filters should be ok for UVC decontamination (don't quote me on that, but I'm reasonably sure), the rest of the mask can be shielded with a reflective material like copper or aluminum tape if you use this method.
