My guess is that it's the state's way to avoid paying any money to single parents. But then again, the state shouldn't pay for somebody's oversight.
It would be preferable. And chances might be higher of finding a mature young girl than a semi-pure old one that looks good too. Besides, the latter will get old (and I mean truly old) a lot quicker, which isn't exactly good.
