The War Rules here are somewhat simple: If you and another player both roll to attack each other, the person whose roll was higher wins. The total number of territories rolled is the number used to determine how many territories are given to either side. For example, Player A rolls a 7 and player B rolls a 0. Player B will be awarded 6 territories that Player A owned by virtue of having the higher roll.
If a player decides to defend against someone, and they get a higher roll than someone who is attacking them, they will lose no territories, however, they will not gain territories either. For example, Let's say Player C defends against Player D, Where Player C rolls a 6 and Player D rolls a 3. Player D may take as many territories to advance towards Player C, but Player D is awarded no territories that belonged to Player C. Also you can only defend against one other player at a time, so if Player E decided to attack Player C, then Player E would be able to take territories off of Player C.
If you decide to try to attack two players at once, your territory gains (if you get any) will be split between going towards the two players you decided to attack. If Player F decides to attack both Player G and Player H and rolls a 9, then 9 territories will go towards attacking Player G, and 9 territories will go towards attacking Player H. If you lose the roll to one of the players you are attacking, then all of your attacking points will go towards the one roll that you won. If you lose both of them, well, then you're out of luck
