Fish aren't crops, their growth rate is heavily tied to ecosystem factors and depleting a population too heavily will severely affects their abundance, in some cases the population even collapses or is replaced by a less-desirable species (i.e., Trout replaced with Carp). Adopting a sustainable programme for fish exploitation between all the nations of the world would be the optimal solution for everyone, but it's individually advantageous for actors to cheat the system by overfishing; in fact, it benefits them even more when others are limiting their own fish exploitations, as they take better advantage of increased abundance. And by this, I mean there's giant Chinese fishing fleets that will happily violate your territorial sovereignty and devour the fish in your coastal waters like a fucking Tyranid swarm. They bring "motherships" which carry enough food & oil to keep the fleet running for weeks or months, and the bigger ones even bring a ship for fish processing. There's a reason even shithole nations invest heavily in their coast guard.
