Dr. Bashir absorbed too much British culture that might not be feasible for the 24th given what the Jews are doing to the native British population right now. Gee it is as if Gene Roddenberry knew what kind of world is needed to get a Star Trek utopia and what types of people you can't have around or even trust to have the best society possible.
