People seem to think that the Romans were some sort of bug hive mind that only used the best material and design philosophy for every single building they ever made. It was a mix of high end work sponsored by the government and Chinese tier hovels that fell apart or wood structures that burned down. Its usually the most grand buildings sponsored by the government that these Romaboos gush over, the nitty gritty day-to-day stuff like insulae isn't very impressive to them but that is where you should be focusing on because that is where a societies' strength comes from.
