The Armenian anon is correct. Looking at only the confirmed HIV infections per capita is poor data collecting. The most accurate figure is the HIV cases diagnosed over HIV tests taken. Because in many countries they have poor HIV prevention methods and do not test nearly as frequently as Russia is capable of doing, thus many HIV cases go unreported and it spreads like wildfire in the country--see the dark red on the map, and the purple in Albania. Those places have high instances of diagnoses over tests, but they have lower (not low, but lower) overall diagnoses, because they do not test as frequently. So those countries are actually the worst for AIDS. It's simple stats.
