Even if you start with the idea that a town or city only has to have more than 1,000 people. Let's call it 1,000, then 4 million x 1000 is 4 billion just from the get go. To get to 8 Billion only requires an average of 2,000 people per town or city. That is a ridiculously low number especially when you cities with tens of millions of inhabitants. Something doesn't add up.
