I would introduce cheap paper making to get rid of the expensive papyrus and manual press to spread Rome Law through the Empire. In order to accentuate the centralization around all the province's capital I would install a high speaker so that local administator from Rome could deliver speeches. The Roman Army would transform itself into a mounted police with lances and black power bombs which could quickly respond to any aggression, insurrection just like the Austrian cavalry in the late 18th century was able to maintain order in a multicultural state. The service in the new Roman Army would be mandatory for citizenship and people would be dispateched to land far away from their home.
The new citizens and and the local implantation of the oligarchy naturally ask for a local Senate in each province whicch will transform the Empire in a Confederacy of equal states in military power and wealth.
