Everyone who serves experiences it first, second, AND third hand at the same time (yes your awful decisions or clueless psycho-babble as SGMotA, SecDef, or JCS Chair do in fact have a significant impact on lower strata of the force) - because of the frequency of absolute fuck ups by career cocksuckers who clearly don't give a fuck about anything other than that 'light at the end of the tunnel' double pension retirement, these negative side effects vastly outweigh the impacts that anyone who does give a fuck about the troops and mission and everyone will blame genuine mistakes on incompetency to the point that there is no trust down to the tactical level that can and will lead to more avoidable death, suffering, and lost fights for us in the next big war.
