In this case, free software, also known as Libre software, or FOSS (Free and Open Source Software) refers to "free" as in "freedom", not as in price. This is opposed to "proprietary" or "non-free" software, in which you do not have the freedom to do what you want with it, such as making copies, changing the source code, etc. Google Chrome is an example of proprietary software. You can use the software without paying for it, but you do not have the Four Essential Freedoms that you have with Free Software.
