Apparently witches used to drug themselves with datura, a toxic plant which induces a delirious state of consciousness. The problem is that it is too toxic and they'd risk death if they ingested it. The way they'd solve this problem is they'd make a paste with the datura seeds, spread it on their wooden brooms and ride them while nude. They'd get the deliriant substances in datura into their bloodstream by absorbing it with their vagina, which is a more indirect and gradual than oral ingestion.
And that's where the "witches fly (get high) in brooms" meme comes from.
