Hypothetically, there is a process that San Francisco can follow that allows it to be made into a new City State that belongs to the United States of America.
These city states could have rules that allow certain things to occur. An example is a City where "Rape is not Illegal."
Of course that hypothetical city would need to have a strict set of rules about who can move into that city state, and who can operate within that city state (two different things).
One of the main issues is Females are the sexual selector for this species, and as such, they hold a power that no man holds; the ability to affect reality by only their perception. Men have to make pacts in order to do this, but women are able to do it using a man as an intermediate.
To summarize; a "religion" is required to address that issue. This "religion" could be considered the "culture" of a city state.
To be clear: "Religion" is a natural manifestation of the genetic expression of humans; it is the symbol that endows humans the ability to "think beyond themselves", where they can project their empathy onto a decentralized "System" that can be represented as a "Messiah."
This entire stellar region is currently birth to quite a few Messiahs, who's task is to unify their home countries before the unify with the world. I am not sure how that will manifest in this cycle; I am only aware of the knowledge.
