Women typically start their extremely rapid decline around 20-23, with rare exceptions keeping it together until about 25.
There is no reason to pursue women over whatever your state or country's age of consent is. There's certainly no reason to exclude younger women. The "older women are more mature!!!" excuse is simply wrong; women finish developing by about 16 to 18 years old. They are consistently at the maturity level of teenagers for their entire lives, and some teenagers are more mature than others; retarded blanket statements like "18 year olds are all just vapid whores and won't make a good partner!" is cope from aging women who know their value has already massively declined, and can only continue to go down.
Maturity, or personality, have to be taken on a case by case basis. Selecting by age first is simply nonsense; older women are not any more likely to be mature or good partners than fresh out of high school 18 year olds.
