This is even worse than not tipping. Even someone that doesn't tip is providing revenue for the restaurant to pay the waiter's salary and above the cost of ingredients for the meals. So if 10 people walk into a restaurant, order a standard meal, the restaurant makes money and the waiter gets paid their hourly wage. The restaurant makes money no issue, though the waiter may demand more pay because they're not getting any of their income from tips anymore. And the restaurant makes the payments on their debts to their bank.
If nobody walks into a restaurant, the restaurant makes no money and still has to pay the waiter as well at throw out all the batches of food they were cooking in the trash. The waiter will want to keep his do nothing job of sitting on his phone, and collect unemployment when he gets laid off when the restaurant goes out of business. And when the restaurant goes out of business it can no longer pay on its debt to its bank.
