Leapfrogging to Mars would actually make a Moon base easier since most martian equipment would still work extremely well, unlike lunar-sourced equipment which would need redesigning for the higher martian gravity and the atmospheric dust.
The best would be to have both built simultaneously, which might happen if SpaceX actually manages to make their rockets work
