Making a puff pastry is "hard", turning out a hollandaise sauce or mayonnaise can be tricky, hand pulled noodles or making a pizza dough that can be hand tossed will take practice. For fuck's sake, even making a light flaky biscuit or pie crust will take more finesse than putting a gob of ground meat inside a simple flour and water unleavened dough.
Rolling and wrapping dumplings like that is a bit tedious but by no means difficult, and many different cultures have similar style foods. I do more of a Chinese style of those with pork and leeks filling with a bit of sesame oil and when my friend from Poland flies over to visit the USA we usually make the polish ones with cheese and potato in.
