GATE was used to identify high IQ and pattern recognition children who are also order followers as they would propagate the current systems of society in place and easily reach elite status in their respective fields.
It was also used to find children who are the same intelligence wise but inherently anti-authoritarian. They didn't want those kids excelling as much because they see the problems wrong with society as it is and seek to implement their own systems, which is clearly a problem for the Luciferian elite.
