I guess her small pupils give that impression. On many pictures it seems like they are very small. Maybe she's taking some kind of medication that narrows the pupils.
I've had a friend that despite taking speed, his pupils were narrowing instead of enlarging. He also had blue eyes and it was so striking because you could see the small pupils clearly in contrast to brown eyes where it can be more difficult to see the difference.
