That cop did a good job of attempting to de-escalate and be kind to that guy, sad situation. He didn't seem all that mobile and threatening tripping on his pants around one ankle like that but it isn't a cops duty to retreat. Peak insanity but there is nothing in place to help people like this beforehand, can't commit them all or lock them up.
