With my urban transformation plan still in progress I would make the new house design heavily rely on steel as a core architecture to create a little boom in my new industry and force a rural exodus (in order to get 50% worker, 50% farmers since I didn't invent fertilizer or mechanical agriculture). I would introduce the concept of loan and insurance and create a rudimentary finance system so that young entrpreneur could invest and own their building in the new Rome that I will design as the Borron Haussman did for Paris with large avenues and 6 floor building with shops in on the street level. Maybe I would invent the bicycle for every Roman to use and make Rome a pre-car Beijing like city.
I would also recruit my own followers at the same time as working with my new oligarchy of scientists and entrepreneurs, send emissaries to the various classical educational states such as Greece, Egypt, and Persia, seeking to import classics thinkers who are in hiding. At first, many would be thinkers devoted to warfare and history. With them, we would devise new military strategies focusing on small-unit tactics, assassination, guerilla warfare, self-sufficiency. I'd try to recreate many of the concepts of the modern USA's army rangers, minus the guns. Those would come later. If possible these units would use piezoelectric primitive radio to transmit message in morse code between each other and to the local Legion camp or make their assassination with black powder bombs. Imagine if every tribal chief is assassinated before the battle by blowing up his tent.
