The idea is of nukes being a recast symbol for the apocalypse in the new-faithless christian psyche. It exists in propaganda as a rhetorical replacement for Revelations and it serves the same purpose philosophically speaking as the Apocalypse did in medieval Europe.
There would probably be a limited nuclear exchange before the idea of a total annihilation nuclear exchange, i.e. the war stops because of the fear created from one city being nuked just like WW2. Nukes are necessary devices of American soft power. That's why if you attack the idea nuclear winter(nukes are fake) you are attacking American power, like a terrorist.
