they really need to be on flat land basically. they can't form at all if there are too many hills, trees, or buildings and disperse pretty fast once they hit those things. that's why places like kansas with nothing but acres of flat farmland have so many tornado issues. they can just form in the middle of nowhere, pull up the one building in the area, and keep on going.
there's nowhere near me flat enough for a tornado to form in the first place and if it formed elsewhere then headed towards my house it would have to be really massive not to get reduced to just normal sheer winds before getting to me.
if you're downtown or something though you're usually less than a mile away from things like highways that are wide enough for the tornados to form and close enough for them to get to you intact
