The weather balloon would get the satellite as high as it can get, and then the "boost rockets" would start (controlled by timer) and take it out of the orbit.
And once the air resistance is almost 0 the solar panels would start to "look" in to the direction of light sources.
We could also make an "ion propulsion system" to get some speed wile in space, but i'm not 100% sure how to get ions on board of the satellite.
