The only idea I have is taking things to an extreme level. Which is just simply killing drug distributors with no hope of rehabilitation, instead of sending them towards long prison sentences. Because, again, I already consider that practically ending their life. Why not just outright do it, and lessen the suffering that'll come, both from what they go through, and from when they get back out?
Probably a terrible idea too, and not very moral of course, lol, but it's because I really can't think of anything that'd be better. It just sounds to me like an optimization to what's already going on.
