It's more like they're severely, severely handicapped in one area of intelligence, but completely normal in others.
I'm interested in IQ breakdowns (like verbal/spatial) but I don't think they go far enough. Nigs basically have verbal IQs that are much better than you'd expect (almost on par with eurasians), while their spatial IQs are dogshit.
Interestingly, this spatial verbal split increases the further north and east you go. Culminating in East Asians having the highest spatial:verbal ratio.
