However, schizos and tweakers follow neither, and the police are corrupt, underfunded or both in many areas of the U.S. along with essentially no access to mental healthcare for poor people and a stigma against mental illness that causes a lot of people to repress their illnesses instead of seeking help early on. Thus, civilians are unfortunately responsible for their own safety in many cases, for which guns make a convenient stop-gap solution for most people.
