You can find stock bikes in various conditions and from there you trade, buy or thrift old school parts if you wish, but I would suggest starting on an easy bike like a 1200 sportster 1990 or older, the older bikes are originally American made the new ones are made in china or Japan or some shit like that.
If you have experience riding, you should get a shovelhead like an FXE or something. Picrel style would cost you no less than 4k and its because the bike in a OK condition is around 3k.
