I've found that in other countries there is a larger presence of Chinese bikes (bikes not made by the big four; Honda, Yamaha, Suzuki, Kawasaki)
Bikes made by reputable companies cost more of course, but are worth the money.
All that said, here they go for around $2300CAD.
Learning how to work one your bike is a big part of ownership, and yes shops will try to rip you off.
If you get a Jap bike you should be able to find an owner's manual, a service manual, and maybe a shop manual online.
These manual will tell you most of what you need.
Haynes and Clymer manuals are very good to have (if they make one for your bike).
As you work on your bike more you will also start to gather tools, don't worry too much about getting them before you need them.
If you want to learn you can start by looking at mechanic's text books you can find online. They're good for learning things like how a Carburetor works.
Luckily you have the best tool right in front of you, the internet. When you decide on your bike, look for an internet forum for it.
