originally i thought that windows had been installed on the first motherboard with a product key that i failed to write down when upgrading which is why it wasn't letting me transfer a digital license. i transferred my graphics card and a bunch of spare parts onto the motherboard to get into windows and find the key only to see that it was indeed a digital license.
my second guess was that i hadn't actually linked that pc to a microsoft account so i went to do that only to find that i had indeed already linked it.
my third guess was that i had it linked to the wrong microsoft account so i tried to add another account as admin only to find out that i'd never even created a second account with my other gmail
feeling that i had exhausted all my options i made sure to write down the windows product ID and the desktop name then put my graphics card back in my current PC to just try transferring the digital license the same way i had originally since i saw no reason it shouldn't be working. of course it worked perfectly fine as if there was never a problem in the first place.
so long story short i spent like an hour and a half fiddling around with hardware just to be able to check that everything was in place, found that it was all already place and changed nothing, then the problem mysteriously disappeared
