He was incapable of thinking of a response on the fly, so every time you tried having a friendly chat it would just be like talking to wall. I had a lot of classes with him, so this happened often enough that I now associate that phrase with him. He wasn't being rude, it was just frustrating that he could talk unless a question was directly asked to him.
