Just looked into it a little more and it looks like deep underground military bases were a real proposal made during the cold war but they were shot down and never came to fruition. The proposals are pretty wild, like 3000-4000ft deep bases, but there doesn't seem to be any evidence any were actually built since then. But there's a ton of speculation including everything from OPs doomsday hypothesis, to aliens, demons, and chimeras being housed in these bunkers.
If anyone has any evidence that can prove me wrong I'd be interested to see it but it looks like DUMBS begin and end with some cold war proposals that never went anywhere
